(Annoor) 24 : 4
وَالَّذِينَ يَرْمُونَ الْمُحْصَنَاتِ ثُمَّ لَمْ يَأْتُوا بِأَرْبَعَةِ شُهَدَاءَ فَاجْلِدُوهُمْ ثَمَانِينَ جَلْدَةً وَلَا تَقْبَلُوا لَهُمْ شَهَادَةً أَبَدًا ۚ وَأُولَٰئِكَ هُمُ الْفَاسِقُونَ
And those who accuse chaste women, and then don’t bring four witnesses, then lash them with 80 lashes and don’t accept from them testimony thereafter; and those are transgressors.
These verses are only applicable if there is a group of believers. The odd believer shouldn’t obey any among the Arabic Quran reading Fujjar even if he/she is their parent, sibling, family, etc. as explained in verses 9: 84-85.See explanation 2: 26-27 and 9: 67-68.
